Update a saved report POST

The settings are replaced by what is sent; a pending retry of a failed send is dropped. Scope: `track:reports`.

A scan as CSV GET

One row per point (an AI scan: per answer; a website campaign's search scan: the organic top 10). UTF-8 with a BOM; a text cell that a spreadsheet would read as a formula starts with an apostrophe. Scope: `track:read`.
